This UPS status can happen at two stages in an international package journey:
1. When still in the UK. This is when the shipment is in export customs. The 'instructions and agreement' is internal to UPS. You or us don't need to do anything. If you contact UPS they will ask you to wait and monitor the tracking for further information.
2. When in your country. This is when the shipment is in import customs. If this state persists for more then 48hrs hours, you should contact UPS to determine the import brokerage status. Go to the UPS web page specific to your country to determine the contact details.
